Get Emergency Help with Paying Your Utility Bills (Portland)

You can get financial help with paying your utility bills (electricity, natural gas, telephone, and water). The amount of help you get depends on your income and the size of your family. Most utility companies have their own programs to help you pay your bills. There are also other programs that can help you.

Oregon Telephone Assistance Program (OTAP)

Services: Provides financial help with paying your telephone bill if you have one of the following: Food Stamps, Oregon Welfare Medical Card, Oregon Health Plan, or Supplemental Security Income (SSI). You can get $13.50 or more credited to your basic home phone bill each month from OTAP. You must be 18 years or older to apply.

Services: Provides help with paying your utility bills. To get help, make sure to bring copies of the following items to the YWCA:

  • Social Security cards of everyone that lives in your house;
  • Proof of income for every adult in your home. (If you or someone else in your household doesn’t have any income, bring a copy of the recent wage history from the employment office);
  • Your current utility bill or bills.
